$taglibLiferay.language issue

Hi,

I am implementing language selection as a dropdown using $taglibLiferay.language("fm", null, "languageId", 3) in my theme.
This works fine as a standalone.
But, I also need to use a hook and ext for login customizarion as well as ext to restrict locales.
When i do this, the language dropdown works only for a signed in user and not for the login page (when not signed in)
Any help on where I am going wrong and how to resolve this?
