Password policy & add user

Hello,

I created an user by the soap services on the liferay,
but I would avoid until the first time it asks the user to
enter a new password.

I absolutely can not pass through the interface
because it is designed for automatic deployment.

I tried to do so by adding a new password policy,
but it seems that by default still applies in part.
And I can not change the default password policy
because I can not retrieve the Id.

I wonder if you can skip this step, or services by
soap return the id of the default security policy.

I am looking for any technique,that can be made since the properties or
with soap services, to resolve this issue. If you have an idea, I'd appreciate it.
