Global Config for portlet

it's possible to configure a portlet in one page and let this configuration accessible for this portlet in all pages that they are??

Did you see the new features in Liferay 6.x page and site templates. However, this is applicable only during the page creation time..there is no hot deploy kind.. where in if the template changes, all the pages with that templates will still have their own identy retained.
