Hi everyone,

Is it possible to share web content between sites without creating a hierarchy? I want to share content, but not permission and roles.

Not through the UI (apart from the Global Site). You might be able to tweak a few portlets by injecting foreign identifiers, but there's no help on the UI for that. Note that that content still has the same restrictions (read: permissions) as before. Not sure what you mean with "sharing permissions and roles". Users are global concepts, across the whole portal/instance. They have roles - those are either regular (everywhere) or limited to an organization or a site, depending on the role's scope.

Yes.
e.g. with Web Content Display:

1) Put Web Content Display on Site 2
2) Click Configuration
3) Click Change
4) On the left is a "dropdown" with the current site name, click it
5) Select another site
6) Select the Web Content on the other site you want to display

Of course, you need to make sure that users in Site 2 are allowed to access the content you share.
