Is it possible in Liferay 7 CE to define a workflow to the special structure?
I see it's possible to define a workflow for a web content folder, but not for the special structure type.

There's no OOTB support for this.

No. However, it may be possible for you can create a workflow definition that has different approval logic based on the structure type.
