Hi folks.
We just got liferay 7.0.2 GA3 up and running and found a strange behavior:
When a user has "Require Reset Password" checked, and this new user logs in for the first time, all they see is a blank page with no content except for the Hello World.

Normally, when a new user logs in they see the following:
1) terms of agreement
2) password reset pag
However, what we're seeing now:
1) terms of agreement
2) blank welcome screen (see screen shot above)
Have we configured something incorrectly?

I found a subtle nuance:
The problem appears only when:
1) if the password policy is set so that "Require Reset Password" is NOT checked
2) and the users "Require Reset Password" is checked
The problem goes away when:
1) password policy is set so that "Require Reset Password" is checked
2) and the user's "Require Reset Password" is checked.
Could this be a bug in the code?
