In Liferay 7 when I change the password of a user (or create a new user) the option "Require Password Reset" is always turned on and the checkbox is disabled so I can't uncheck it.
I would like to uncheck this option in some cases, so that no password reset is required.
I tried setting passwords.default.policy.change.required=false in portal-ext.properties but that didn't change anything. The checkbox is still disabled and checked.
Any ideas?

Is there really no way to disable this annoying behavior?

There is. You've almost been there: Just edit the Default Password Policy (in Control Panel). The property you changed is used to create the default password policy when it doesn't exist yet - e.g. on first start of Liferay. After that, it's not picked up any more.
The default policy has a checkbox where you can choose "Change Required" - uncheck it and save, that's it.
