Sorry, Social Office does not have any portlet that does this.
As this is the context you give (by posting in the Social Office forum) it's quite hard to guess an alternative context where you'd want to do this: Are you referring to URLs from the Content Management System? Do you work with the API? Create links in your custom portlet? Rewrite URLs on Apache?
