can kaleo's fork join be used for voting

i want to use kaleo workflow in such a way that it can be used for voting.

For instance if a task forks into 3 reviews, and if two out of three reviews approve it then the join task approved it.

Hence what i am trying to say, is that can we override the join to check for percentage approved instead of all approve.
