Adding Web Content "Content" Box Not Displaying

I am running Liferay 6.2 on WebLogic 12c and everything seemed to be going fine until today.

I go to add a new web content article and notice the "Content" box is non-existant.

I am getting a

 CKEDITOR is not defined

error in Firebug

Any ideas?

I was facing a similar problem , I redeployed liferay on web logic with -Dfile.encoding =utf-8 and it resolved this issue.

For any other app server please use this information.
