comment on pictures feature

hi,
i like comment on facebook. hope in the future liferay can put this feature too. so every picture have comment.

I'd like to qualify that by "not EVERY picture", but ones in the user's photo albums but it needs to be a feature that can be disabled per user, per group, per community, and per org.
