Webcontent structure "Instructions for the User"

Hi,

the following is written :

Instructions for the User: Check this box and type a description of what the field is for to display it as a tooltip for the user.

I don't see this checkbox, and wasnt able to figure out the xml attribute to create this instruction.

How can i set such a text ? (which I hope will appear as a tooltip)
