Timezone problem with Liferay 6.1.1 CE GA2

Hi,
I am using Liferay 6.1.1 CE GA2 to build my company's portal.
Now I have two question about timezone setting:
1, My portal's default timezone setting is UTC+8. An user changed his profile to set timezone to UTC-8. But, when he logout and login again, his timezone setting becomes UTC+8 again.
I am an admin and I try the same configuration. Now matter how I change my timezone setting, it always turns back to UTC+8.
Why??? The user setting should override system setting, right?

2,I have a portal instance and there are two sites. One is for Taiwan(UTC+8) and the other is for US(UTC-8).
The default timezone of this portal instance is UTC+8. But, how can I set different timezone for two sites?
