I was wondering if there is a way to limit viewing the Document Versions to "Owner" only?

use hook to customize it , or yo u can modify ROOT\html\portlet\document_library\view_file_entry.jsp

You mean use hook to overwrite ROOT\html\portlet\document_library\view_file_entry.jsp
