Liferay 6.2 .lar import resources with theme

Hello,
Im building a 6.2 theme with .lar resources importer. Lar file I downloaded from Site Template administration and placed at WEB-INF/src/resources-importer/ named as private.lar more
After theme deploy is Site template created successfully, but when Im trying visit public site created from new site template I have to log in, public site requires user access, why?

At 7.0 all is working without problems...
