Is it possible to download the latest Fix Packs under the DXP development license? Or is an active enterprise subscription necessary?

They are only available for download from the customer portal. You might try reaching out to a sales rep to see if you can get the fix packs from them.

Somehow the question doesn't parse: You should be able to run a portal instance with a developer license (or developer activation key) when it contains a fixpack. Obtaining them (e.g. downloading them from customer portal) requires an active enterprise subscription, because with it you get access to customer portal.
