Unable to add new web content Structure in Liferay 7.

Hi All,
In Liferay 7 i am unable create new web content article with structure and template because,

i am not getting an option to create new structure (add button is not showing). but in template i am seeing add button , but with that i can only create basic web content structured template.(default structure)
if i am wrong.?

is there any new way to create webcontent article with structure and template.?
if yes, please give me steps.
