Feature to include/exclude out-of-box portlets using portal-ext.properties

Hi Team

Right now to enable/disable Liferay out of box portlets, the user has to update the liferay-portlet.xml which is hard to understand and update.

Rather it would be nicer to allow the user to include/exclude out-of-box portlets using the portal-ext.properties, and this would be easier and cleaner approach.

This way the product will be useful and customizable & extendable to end users in terms of Liferay memory consumption, because no all end users will be using most of the out-of-box portlets which are memory intensive. and slimming the liferay portal becomes a hard task.

Won't really be necessary going forward.

In LR7, all of the canned portlets will be osgi modules. If you don't need the portlet, you uninstall the module and it will be gone.
