I want to use a tool which has common location in all windows pc's should be access on a click button?? How could i do that??

You mean like EverNote Web Clipper? That kind of thing only makes sense when surfing the web on the whole, not within a single site.

yes like evernote Web Clipper, I want to ingerate this type of feature in my portal page. How could i do that?

Write it yourself. It doesn't exist in any form as part of a web page. Anywhere.

You must realize that the browser is sandboxed so that rogue scripts, content, whatever returned from a website cannot infect your local machine or otherwise cause damage.

That is a core restriction that you'll never be able to work around short of writing your own browser plugins, but those apply in the browser and are not site-specific.
