can't delete site template even after deleting site

anyone have this issue ?

1. create site template
2. for top level regular organization, create site using site template
3a. try to delete site template, fail as is associated with site (expected)
3b. delete site associated with regular org, then try to delete site template fails (unexpected...)

and then, strangely, after site is recreated, it still is attached to site template
