Create role with only web content creation, but no approval permission 5.23

Hi,

I am trying to create a new role which has the permission to create a web content (add web content) but does not have the permission to approve the content created.

I have created a new role as editor and assigned a user to it.

Under portlet permission->Web content I have enabled all the permission except approval, also I have enabled both the view and configuration option to portal for Web content display portlet.
But still I am unable to get the option to add the web content in the Web content portlet. I am able to get the option to edit the web content (for the User)but no option to add content.

Do I have to do some thing else to fix this issue?

This can be achived by adding the web cont portlet in the page by enabling the web content portlet in liferay-display.xml file the portlet id for web content is 15
