Page hierarchy flattens on user group pages

We're developing a site that uses User Group public and private pages. We have found that when we create a hierarchical page structure in a User Group site like this:
the hierarchy "flattens out" when the pages are drawn as part of a user's site, like this:
So, where we intended "Home" to be a top-level menu item with three submenus ("Page One," "Page Two," and "Page Three"), instead what is displayed is four top-level menus ("Home," "Page One," "Page Two," and "Page Three").
We are kludging around this now with a custom submenu portlet that has the desired structure hardcoded. But is there some solution to having hierarchical user group menus display correctly?
