default layout template not working

Hey everyone

I am trying to set the default layout template to be 1 column instead of 2 columns

I put the following in my portal-ext.properties:
default.user.layout.template.id=1_column

but when i create a new page it still defaults to 2 columns

I have tried restarting tomcat, cleaning out the work and temp folders, but it still defaults to 2 columns

Try creating a new user, login as a newly created user, creating a page.

when a new user creates a page it defaults to 2 columns as well
