portal-ext.properties empty - why?

My portal-ext.properties file is empty.
I'm new to Liferay - can someone help with what does it mean?
I thought my properties/config was going to be in this file - I can hardly locate it in my project,
and when I do, its empty... - Developer Studio\liferay-plugins-sdk-6.1.10-ee-ga1-20120217120951450\tools\ext_tmpl\docroot\WEB-INF\ext-impl\src
What's the thread of thought I'm completely missing here?

That's a template for ext plugin and naturally it's empty. You need to create your own portal-ext.properties under your LIFERAY_HOME directory. You should read the Installation section of Liferay User Guide.
