Can anyone explain me
Why Liferay 6.0 portlet action aren't Customizable by hooks?

you can customize action also import services i mean while creating hook mark check box which is services then you can over ride the service so that you can customize actions

I think Praveen gave you steps to overwrite using liferay IDE.

Are you getting errors when you try to overwrite?
