Permissions for access of Official Plugins?

I was trying to get Flash plugin from the Official Plugin download page, but was told that I don't have the required permissions - unfortunately, it doesn't say what permissions are required nor how I get them.

What is required to get access to this portlet?

I'm not sure how permissions were removed but I added them back. You should be able to access it now, can you try again?
