Reusing serviceBuilder services in liferay 6 EE

I'm trying to migrate from LR 5.2.7 to LR 6.
I now have the latest Liferay 6 installed (Liferay portal6.0-ee-sp1).
I have used serviceBuilder to rebuild my services in a portlet (as per Liferay's recommendations), rather than in the ext plugin.
I have tried everything I can find on the web, to make these services available to:
1. Other portlets;
2. Velocity templates (in the theme);
3. Overriden liferay classes (in the ext plugin).
with no success. (The most common way of making services available generally seems to involve copying the generated service jar to Tomcat's lib/ext folder - not very elegant, and doesn't seem to work anyway!).
This seems to be a major issue in LR6 - or am I missing something obvious? Any help in getting access to my custom services would be very welcome.
