Add scope by active children in Asset Publisher

As an administrator, I would like to create a Site Template and have a page with an Asset Publisher and be able to scope assets by active children. At this time, there are only Current Site and Global. Newly created Site based on the Site Template has Current Site, Global, and Other Sites. Site Admin are able to select Other Sites and pick the children, but scope configuration are lost when Site is reset to reflect template changes. If there is an option to be able to scope by active children during Site Template creation, then the Asset Publisher would become more dynamic.
