ServiceBuilder right tool for the Job?

I'm writing a portlet that needs to access a very old service, that is really resource intensive. (Once the old service is called it can take several minutes to complete.) I'd like to write my portlet so several instances of it can co-exist but only one of them can access the service at one time. I need a portal wide singleton.

Is servicebuilder the correct tool to use? (Is it a container level signleton?)
