Import pages from an existing site in a blank template site

I have always an error when I import LAR file in an empty template site.
I have created a site with some pages , web content, pages templates structures. So I want to make a template site with this site .
I export a LAR file with all the components .
When I Import in the empty template site I have this error :

Please import a LAR file of the correct type (A site can only be imported to a site is not valid).

But If I import pages or web content in an existing site (with the same file I used in template site) it works !

Version : Liferay Portal Enterprise Edition 6.2.10 EE GA1
