Prestrict user to add page or web content to a site

hi,

i create a new role liferay,i want to add permission to user having this role to add only some

portlets to the pages of the site and not to add a page or a content to the same site,means in the left menu

when user clic the (+) he see only a list of some portlets.

can any one help me please
