Inappropriate Control Panel rights

I have Liferay 5.2.2 installed and I am new at administering it. We have several communities. We can put users into multiple communities without any problem, but we have one community (the first one created) that if we assign people to they suddenly get access to the Liferay control panel and can then add/delete/modify other users. If we set them as community member of this one group they get admin rights somehow. Can anyone help me prevent this?

Make sure that there is not some community role set that it is granting them access. Failing that, you might try creating a new group and moving all of your users into it. You should be able to export all of their content, etc. as LAR and import it into your new community.
