community or org

am in the process of setting up LR for a large org, and want the collective thoughts on using communities or orgs for this

there are 1400 branches, with a total of about 220,000 users,
each user can belong to only one branch
each branch has its own site (fully contained)

the biggest issue i am having now, is having the users join the branch site (be it a community or an org) when they sign up.

should i use org or communities for this setup ?

You should use communities, based on above requirements.

Maybe, Social Office would be better, if collaboration was the first priority ...
