There are so many ways to do it, that you really need to add more specific demands.

But the easy way is using IFrame portlet.

Yes, there is a chance. But first you must decide whether IFrame portlet solution is enough for you.

If it's not, then you need to have a look at sample php portlet in downloads and use it as a starting point.
