"Add Page" & "Configure Application" in the Page Permission Dialog

Hello,

I'm using Liferay EE 6.1.20 and I have a question regarding the page permission dialog.
Could someone please explain the meaning of the "add page" permission in the context of a single page? Isn't "Add page" supposed to mean "can this user create pages, yes or no"? how does it relate to a specific page?

Also, what does the "Configure Application" permission mean? what can a user that has this permission do that he couldn't without it?
