Upgrade from 6.0.6 to 6.1.1 GA2: Role Permissions Scewed UP

After upgrading from 6.0.6 to 6.1.1 GA2, we have a role that has messed up permissions.

The role has the following 6.0.6 permissions:
Organizations: Access in Control Panel
Organizations: Configuration
Organizations: View
Organizations: Organization
Users: Access in Control Panel
Users: Configuration
Users: Export User
Users: View
Users: User Impersonate
Users: User Update
Users: User View

Which turns into 6.1.1 permissions:
Users and Organizations: Access in Control Panel
Users and Organizations: Configuration
Users and Organizations: Export User
Users and Organizations: View
Users and Organizations: Organization: View
Users and Organizations: User: Impersonate
Users and Organizations: User: View

Now a user with this role in 6.1.1 can update and delete/deactive users.

I found that if I create a new role in 6.1.1 with the exact permissions, it works as expected.
