Footer in freeform layout is coming below navigation ?

The issue i do have is with the freeform layout with footer. It is coming below the navigation bar wheares it should come below the content. The contents i drag and drop comes below the fotter or over fotter & header. But i want it between haeder and footer like other layout provides. One way is to change the height of footer but my requirement is to empower user with the option of aligning web content/portlets by himself for which footer should be dynamic like it gets arranged acordingly if we use other than freeform layout. If anyone can help me with freeform layout (freeform) issue.
