About Page Templates

Hi,

I'm using Liferay EE 6.1.10. I have two questions about using a page template.
1. Is there a way to enforce that all pages in the portal will be created based on a specific template?
2. I noticed there's a Javascript section in the template definition, for placing code to be executed at the bottom of the page. Is there any way to place JS code on top of the page? I know the common way to do this is by modifying the portal_normal.vm file of the theme, but we are trying to avoid using theme specific logic since the theme is something that could change.
