Web Content Display with Staging

Hi,
I'm using LR 5.2 EE SP5 and we have set up staging in our environment.
We have added a web content display portlet on one of our pages and have given the Power User role the ability to add web content and have configured the portlet to give Power User role Configuration permissions. However, I've noticed that on the Live pages, no one (including Administrators) are able to add/edit content via the portlet or configure it unless you go through Staging. Is this the expected behaviour (i.e. all web content must be done via Staging first, thus Power Users must be given rights to Staging)?
Thanks!

When staging is enabled on a particular asset, the asset needs to be updated in the staged environment and published to live. Yes it is expected behavior.
