LPS 6.1 GA1 - Blog owners cannot assign Permissions to other roles

Steps to replicate:

- With test@liferay.com, assign permission to Site Member role to have "Add Entry"

- With a site member user, create a blog.

- Click on the Permission for the blog entry. The Permission GUI is displayed, but it only shows a row for the Guest role. The expectation is that roles Owner, User, Site Member, and etc are also displayed. The admin user can display all the Roles.

I think the problem might be that the user doesn't have permission to view other roles, so he/she can currently see the permissions list but none of the roles that normally populate it. The permission for this can't be added to a Site Role, so you'll need to use a Regular Role assigned to the same user or user group for this to be possible. The permission you're looking for is (in the Add Permissions drop-down menu) under Sites >> Roles, right near the top. Just flag the View permission (com.liferay.portal.model.RoleVIEW) and you should be good to go!
