Error in Adding new workflow definition

Hello Guys,

I have a need to add a new workflow definition. For this I have followed the following steps:

Control panel> Workflow> Add
then i browse that xml. But i m unable to do the same.
I have successfully done the same thing in Liferay 6.1. But unable to do in Liferay6.0.
