Unable to Create/Manage "My Pages"

Unable to Create/Manage "My Pages"

I have searched everywhere I can think of and every way I can think of with no luck on this subject.
On a fresh install of SO, I log in with the included admin account, and start setting up to connect to ADS and starting up the communities and such. I had to rename the default 'Admin' to 'SOAdmin' because we already have an 'Admin' account in our ADS.
I get everything working on importing the Users as the log in and importing their User Groups, but whenever I try to anything within the "My Pages" part of the control panel, I get the "You do not have the required permissions." error. (image below)
From everything I've read as long as you are a Power User you are able to create/manage the pages for a community/site.
Am I mistaken, or am I doing something wrong that I'm not finding?
