By reading only SQL statement, it will shows a full-fledged table report.

You can choose language, number of rows to display, different report to display, sorting, check specific column value, etc.

No programing is needed. You setup data source, and SQL. The template will do the rest things for you.

It can also output csv, and let you download it.

Actually, now that I think about it, you could use the standard plugin publishing mechanism: http://www.liferay.com/documentation/liferay-portal/6.1/development/-/ai/lp-6-1-dgen10-developing-and-publishing-apps-0

As for the source code, github is just a public repository, which would allow you to host the code for free and share it with others that want to contribute (if your project is "open source")... In any case if you put the code on github you'll have to pick some sort of license.

If all this sounds really complicated i would settle for a copy of the source and a .war of the pluggin ;)
