To devlop a liferay portlet you need liferay plugin sdk and liferay server.

No we can't

You can download Liferay plugin sdk from below link
Liferay Releases
now extract plugin zip and inside that there will be a folder portlets.
If you don't want to use eclipse IDE to develop portlet you can directly create portlet through command line argument.

open command prompt, change directory and go to the portlets folder inside plugin sdk.
give command create my-portlet "my-portlet".

default portlet plugin project will be created without use of IDE

I installed Liferay Eclipse IDE. But it supporting only tomcat server. I am using JBOSS server. Is there any way to develop portlet for jboss server with or without liferay ide but without tomcat server.

All of these other responses are just plain wrong.

Yes you can develop a portlet w/o use the SDK. A portlet is, for all intents and purposes, still just a web application that conforms to the JSR standards, either 168 or 286.

As long as you create code that is compatible w/ the specifications, you do not need the Liferay IDE, the SDK, or anything else. Just create your project (dynamic web would do), add the necessary stuff to the project so you can create a 168/286 portlet, bundle your war and deploy it.

This approach will give you a minimal portlet that will run within the Liferay container but will not take advantage of any of the Liferay functionality such as accessing Liferay entities, using the image gallery or doc library, etc.

To take advantage of those, you should use the SDK and Liferay IDE as it is a better springboard to build from and will make you more productive as a developer.
