The Liferay IDE plugins provide functionality to create new Liferay plugins using the SDK within the IDE. It has some nice smart editors for some of the Liferay XML files, and also support for Service Builder in your plugins.

The Liferay IDE is not necessary to develop Liferay plugins, if you have a solid grasp of all of the concepts you can get by without it. But not many folks seem to have that solid grasp, so using the Liferay IDE will help keep you from making obvious mistakes.

Liferay IDE is just an eclipse plugin to assist code liferay plugins. It has integration with tomcat server so developers will be able to deploy plugins.
