Document library portlet & Organization Hierarchy

I have a hierarchical organization structure similar to: country -> region -> city. At each level of the hierarchy, there is a site and roles for that organization.
I have a requirement that, at the top level of the hierarchy, a "master" document library will be created and permissioned by roles within the organizational structure. Each sub-level of the organization needs to be able to view the master document library via an instance of the document and media portlet. What I'd like to do is extend the functionality of the document and media portlet such that, when choosing the root folder, it is possible to choose to view the library from another site .. such that the library viewed at, for example, the "city" level is actually the library created at the "country" level.
What would be the best way to do this? Would I just have to traverse the organization sturcture until I get to the top, get the group id there, and then get the document library by that group id?
Please advise. Any suggestions would be greatly appreciated.
