Cannot add user(s) after deleting admin user

LifeRAy 5.2.3

On one of our environments the administrator user has deleted 2 accounts that belonged to employees that left the company. Since then no other administrator or user that previously was able to add users can do it. The add user view does not show any fields.
I believe one of those accounts was the default admin liferay account.
Is there a simple way to restore the administrator user?
